After joining The Planning Partnership in 2011, Wessel retained his involvement in the redevelopment of Grangegorman. The proposal entailed the development of a new city quarter around health (HSE) and education (DIT), new arts/cultural/recreation facilities and high quality public spaces to serve the community and city.
Wessel acted as lead and principal author in the preparation of the Strategic Environmental Assessment for the Grangegorman Planning Scheme 2012, with a full team comprising inter alia Grangegorman Development Agency Staff, Arup, Shaffrey Associates Architects, Natura, Aecom, Tom Phillips and Associates, Mitchell and Associates and Moore Ruble Yudell Architects and Planners.
In addition, Wessel provided strategic planning advice and inputs in the preparation of the Strategic Development Zone Planning Scheme, as well as the Environmental Appropriate Assessment that accompanies the Planning Scheme.
Finally, Wessel acted as expert witness on the Strategic Environmental Assessment and Environmental Appropriate Assessment details during the Oral Hearing held in November 2011. The Grangegorman Planning Scheme 2012 was approved by An Bord Pleanála in May 2012.
